Job Description
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
The UN Women Rwanda Country Office (CO) Strategic Note (2026–2029), aligned with NST II, the UNSDCF 2025–2029, and the UN Women Strategic Plan 2026–2029, advances a country presence centered on upstream policy influence, evidence-based advocacy, catalytic programming, and strengthened UN system coordination to accelerate gender equality and women’s empowerment (GEWE).
Leveraging UN Women’s triple mandate, normative, coordination, and operational, the CO plays a central coordination and advocacy role across national development processes and multi-stakeholder partnerships, strengthening inter-agency collaboration, supporting government-led gender integration in policies, plans, and budgets, and advancing strategic engagement with development partners, civil society, the private sector, and academia. The CO also promotes high-level advocacy, visibility, and accountability for GEWE commitments while facilitating knowledge exchange and positioning gender equality as a cross-cutting development priority.
To fully operationalize the Strategic Note, the UN Women Rwanda Country Office will roll out targeted communication initiatives to articulate its new positioning, demonstrate its value addition, and deepen partner engagement. It will capitalize on GEWE campaigns and key moments to foster dialogue and collaboration with diverse stakeholders. In addition, the Office will position itself as a trusted knowledge and learning hub by strengthening knowledge management and strategic storytelling.
It will produce and disseminate high-quality, evidence-based knowledge products, including reports, briefs, and advocacy materials, to shape policy discourse, influence decision-making, and elevate visibility of results. The Office will also leverage strategic partnerships and platforms to amplify key messages and scale impact. In parallel, it will actively promote South–South cooperation and cross-country learning, facilitating the exchange and adaptation of promising GEWE practices across contexts. Through these efforts, the Office will enhance its visibility, credibility, and influence as a leader in advancing gender equality and women’s empowerment.
Reporting to the Country Representative, the Communications Analyst is responsible for assisting in the planning and implementation of the office communications and advocacy strategies to increase the standing and awareness of UN Women with partners, the media and the public.
The Communications Analyst also works in close collaboration with the Programme, Operations and technical teams in the Rwanda Country Office, HQ/Regional communications teams, personnel of other UN Agencies, Government officials, media, multilateral and bilateral donors and civil society.
III. Scope of Work
1. Provide substantive support to the planning and design of external communication and outreach/advocacy strategies and plans
Provide analysis for elaboration of communication strategies; ensure gender perspective;
Integrate communication, advocacy and outreach strategies into proposals for project/programmes and other initiatives, as necessary;
Monitor and analyze print and social media and provide analysis to RO/HQ;
Provide inputs and support to the launch of in-country UN Women/ UN system corporate and local campaigns and special events.
Support the implementation of UN Women’s corporate campaigns such as HeForShe, Generational Equality and Global Media Compact;
Ensure high visibility of UN Women in key national and international events/campaigns; and
Participate in the UNCG meetings and contribute to the efforts of Communicating as One and mainstreaming gender in the ONE UN Rwanda communications.
2.Coordinate and contribute substantively to the development and dissemination of advocacy materials in Rwanda Country Office
Draft briefing materials, and press releases and coordinate its dissemination through effective channels;
Identify storylines for publication and articles;
Promote and disseminate corporate advocacy materials for launching flagship initiatives, publications, and campaigns;
Coordinate the translation/adaption/rewriting of information received, printing and dissemination of publications and audio-visual materials; and
Follow policies, procedures and guidelines from HQ and RO.
3. Coordinate media relations for the Rwanda Country Office
Coordinate the establishment of relevant relationships;
Maintain list of relevant media in country;
Respond to inquiries for public and UN system information materials;
Organize roundtable discussions, press conferences and briefing session for press, as required; and
Draft talking points;
Produce and disseminate communication materials for the Country Office including office brochure and thematic programme fact sheets;
Develop and disseminate Country Office quarterly newsletter to relevant partners, as well as contribute to the UN Rwanda and UN Women Regional Newsletter;
Conduct comprehensive media monitoring to capture perception of UN Women, representation of UN Women’s work in the media and share stories on gender equality and women’s empowerment with programme staff to inform programming and partnerships;
Coordinate and provide videography and photography documentation of all UN Women initiatives/activities and manage the country office Flickr account; and
Develop and maintain the country office repository system that contains all publications by the CO and IPs.
4. Build and maintain partnerships and maintain relations with donors
Maintain relationships with partners and alliances to enhance visibility;
Liaise with advocacy partners and undertake outreach to civil society organizations, governments, and other groups to ensure that newsworthy information reaches the public and donors, as delegated; and
Contribute to the innovation portfolio of the Country Office.
5. Facilitate knowledge management and sharing
Support implementation of the Country Office Knowledge Management Strategy by analyzing and presenting the knowledge management needs to inform programming;
Identify and prepare notes and briefs on best practices, innovations, emerging knowledge and lessons learned directly linked to programmes and projects of the Country Office;
Organize and conduct training and workshops on communication and advocacy, as appropriate;
Promote continuous learning, knowledge exchange, and communities of practice across the Rwanda office;and
Support implementation of UN Women corporate knowledge management strategies, policies, and standards.
6. Coordinate the Rwanda Country Office’s web/online presence
Coordinate Rwanda Country Office’s websites’ content and maintenance based on corporate requirements;
Coordinate Rwanda Country Office’s social media accounts in line with corporate Social Media Policy;
Upload information to knowledge management system on a regular basis, including news, updates, resources; and
Administer and manage UN Women Rwanda’s social media platforms and update the Country Office page on the UN Women Africa and One UN websites.
7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

V. Minimum Qualifications
Education and Certification:
Master’s degree (or equivalent) in communications, public relations, journalism or relevant field is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
0-2 years of professional work experience in public relations, communications or advocacy is required.
Experience in the use of social media is required.
Experience in the usage of computers and office software packages (MS Word, Excel, etc.), spreadsheet and database packages, experience in handling of web-based management systems is required.
Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
International experience is desirable.
Languages
Fluency in English is required.
Working knowledge of the local language is required.
Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
