Coordinator to Support Area 3 of Macroeconomic and Investment Policy Program (MIP)
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion and Energy.
The GIZ program “Macroeconomic and Investment Policies” (MIP) has been commissioned by the German Ministry for Economic Cooperation and Development (BMZ) from April 2018 until March 2021 in the area of Sustainable Economic Development. The lead executive agency in Rwanda is the Ministry of Economic Planning and Finance (MINECOFIN).
The overall objective, to which the program MIP contributes, is the strengthening of the capacities of key stakeholders in economic policy, investment management, and research for inclusive growth.
MIP will be working in three Support Areas:Macroeconomic Analysis, Projections and Impact Assessment;Investment Management and Enabling Framework for Policy Analysis and Research to inform Policy Decision Makers .
The partners of the program are the key stakeholders in Rwanda’s economic and investment policy management: MINECOFIN (Chief Economist Department and National Department for Planning and Research), the National Bank of Rwanda (BNR), research institutions to inform key policy makers (Economic Policy Research Network (EPRN); Institute for Policy Analysis and Research (IPAR)), and institutions for education (University of Rwanda (UR)).
The commission of BMZ is based on the program offer, including the impact matrix with indicators to measure the achievement of the objective.
GIZ Rwanda is searching a candidate for the position of Coordinator to Support Area 3 for the Macroeconomic and Investment Policy Program to reach the objective that the “enabling framework for analyses and policy research to inform policy decision makers is improved”.
The Coordinator to Support Area 3 for the Macroeconomic and Investment Policy Program is GIZ staff under the supervision of the GIZ Macroeconomic Program Manager.
Giving support to and cooperates with the Economic Policy Research Network (EPRN). EPRN aims at sustainably strengthening economic policy research and analysis in Rwanda by connecting institutions and experts.
Working closerly with the key stakeholder Institute for Policy Analysis and Research (IPAR). IPAR shall support policy makers with evidence-based reports to special issues/questions relevant for economic policy-making.
Supporting the University of Rwanda by establishing a program on Master/PhD/Executive Education level in Applied Quantitative Economics.
Tendering to the European consultancy industry, the coordinator shall organize the activities with the consultant company, and support the implementation of those activities.
The Coordinator to Support Area 3 for MIP will perform the following tasks:
Overall coordination of Support Area 3 of the GIZ program
Responsible for the achievement of indicators in the impact matrix
Close cooperation with responsible persons of partner organizations, especially EPRN, IPAR and UR
Follow-up and organization of the activities with the selected consultant company
Supporting the implementation of the activities of selected consultant company
Organizing of the biannual planning of activities with the partner organizations in this Support Area
Follow-up on agreed activities in cooperation with partner organizations
Close cooperation and coordination with GIZ program manager by steering the Support Area
Reporting for Support Area 3 to the responsible person for monitoring in the GIZ program
C. Required qualifications, competences and experience
Minimum Bachelor’s Degree in Economics, International Relations, Social Sciences or in a related field,
Effective skills in English
Profound knowledge of MS Office
At least two years of work experience in project management/coordination
Other knowledge, additional competences
General project implementation and follow-up skills
Organizational and networking skills
Result-oriented and sense of integrity
Able to establish effective working relations with staff of partner organizations and GIZ program
