Managing Deputy Regional Director – Great Lakes Vacancy-Job Ref:JKRWCARE/1803/202044

CARE is seeking a strong, innovative and proactive leader to assume the responsibility of Managing Deputy Regional Director (MDRD). The MDRD reports to the East, Central and Southern Africa Regional Director and is responsible for overseeing, monitoring and support the development and operation of CARE’s sub-regional and country programmes in the Great Lakes (DRC, Burundi, Rwanda and Uganda).

The MDRD leads and manages operations in the sub-region, including the line management of the heads of country programmes. The position is to inspire and motivate others to embrace programming against gender-based violence (GBV) in the Great Lakes. It requires going beyond quality programming within each border but really building upon the best in each office and ensuring that all programmes are meeting quality and that there is learning and knowledge sharing for a strong regional portfolio – with others. The position manages Country Directors and also provides support for them to have quality programming, great staffing reflecting diversity and very good management of resources to maximize impact. The MDRD – GL liaises with other organizations, within CARE International to help with institutional, technical and financial support for quality programming and effective program support. S/he is not a postal box but adds value to programming and effective organizational development at country office, regional and international levels.


Management by providing on-going supervision, leadership support and guidance to country directors and other direct reports
Lead strategy development and implementation
Leadership on change management
Oversight and support to country programs
Resource acquisition and good stewardship
Part of senior leadership in ECSA

Bachelor’s degree or relevant combination of qualifications and experience in relevant discipline
Evidence of extensive experience in international humanitarian & development work at management level
Good grasp of issues related to the cause of poverty and injustice; knowledge of Central Africa an advantage

Ability to work independently, with little direct supervision

Willingness to spend approximately 40% time travelling
Excellent interpersonal, teamwork and communications skills
Language skills: English fluency and good working French
