: Human Resource Management Specialist

Human resources process Functions:
Provide Technical advice and Support to the senior management on matters related to Human Resource Management;
Develop competencies and competence framework for different human resource management processes: Organizational and individual competence needs, competences required for positions, training and development need;
Provide technical advice on HR policies, regulations, and strategies proposals as well as programs and projects in matters related to Human Resource Management;
Analyze job requirements; prepare job descriptions and its related specifications for recruitment.
Organizational and individual development:
Conduct capacity needs assessment and capacity building plans at institutional and individual levels;
Revise and update competencies of all positions in the organization on the regular basis;
Provide advice to the institution on selection and recruitment process, performance management and appraisal;
Conduct regular staff capacity gap analysis in relation to job requirement and career development path.
Human resource welfare and other functions:
Initiate budget proposal for the HR management need;
Organize capacity building session in relation to behaviour, ethics and organizational management change;
Play an advisory role for the institution’s staff on HR policies and procedures;
Monitor or establish payment statements (staff salaries, benefits) and regularly verify statutory contributions and legal deductions;
Develop mechanisms and Play advocacy role for staff’s welfare;
Carrying out any other relevant tasks assigned by the Ministry authorities.
A0 in Human Resource Management, Management with Specialization in Human Resource, Business Administration with Specialization Human Resource Management with 3 years of working experience or Master’s Degree in Human Resource Management, Management with Specialization in Human Resource, Business Administration with Specialization in Human Resource Management with one – year working experience.
Knowledge and technical skills required:
Deep knowledge of Rwandan Public Service and Labour Law;
Knowledge in Conflict Management;
Knowledge of Human Resources Concepts, Practices, Policies and Procedures;
Problem Solving Skills;
Judgment and Decision Making Skills;
Time Management Skills;
High Analytical Skills;
Team working Skills;
Fluent in Kinyarwanda, English and/or French ;knowledge of all is an advantage
