Job Description

Conduct research; formulate policies, programmes and strategies, to promote Entrepreneurship and employment among youth at a global scale:

Provide policy advice and formulate mechanisms and strategies for youth global opportunities, exchange programs and youth mobility;
Contribute in development of national labour policies, programmes, strategies and projects especially with the focus on the global mobility;
Develop strategies to engage Rwandan youth living abroad to be part of the national development agenda;
Undertake research and propose the research based political actions to increase the global competitiveness of Rwandan youth;
Develop the youth mobilization strategy on exchange programs, volunteerism, internships and other opportunities for youth.

Conduct monitoring, evaluation and the implementation of national programs for youth global opportunities:

Conduct analysis of the labour mobility and youth exchange programs related reports and provide strategic recommendations;
Monitor the progress of the implementation of different youth global opportunities programs and initiatives;
Follow up and evaluate the implementation of the regional and international agreements in relation to youth opportunities.

Initiate partnerships with key players intervening in Youth empowerment

Initiate and participate in consultations with partners relating to the elaboration of national programs, strategies and policies intended to promote youth global opportunities;
Ensure that youth global opportunities are mainstreamed in international agreements;
Initiate MoUs between the Ministry and the partners and ensure their implementation;
Initiate partnerships with different global players intervening in youth empowerment.


Prepare the weekly, monthly, quarterly and annual reports of activities share them with the supervisor;
Prepare analytical reports on the international relations’ selected subjects;
Carry out any other assignment as requested by the supervisor.

Job Profile

A0 in International Economics, Labor Economics, Economics, International Relations, Diplomacy, Development Studies, Business Administration, Development Studies with 3 years of working experience; Business studies or Master’s Degree or Equivalent in International Economics, Labour Economics, Economics, International Relations, Diplomacy, Development Studies, Business Administration, Development Studies with one year working experience.
