ROLE PURPOSE:

The Partnership and OCD Coordinator will ensure a quality partnership management support to the country office and the coordination of partners’ organizational capacity development.

As partners’ organizational Capacity Development focal point, he will contribute to the improvement of the health of the partners and to their program deliveries.

KEY AREAS OF ACCOUNTABILITY:

Partnership:

Support the Awards Unit in monitoring and support for grants and partnerships
Support monitoring, evaluation, accountability and learning structures together with partners
Support the office on partnership to relevant stakeholders.
Support the office in carrying out Annual Partnership Review Meetings
Ensure the follow up of Partner Feedback Survey, including compiling findings and following up internally and with partners
Support the office in designing and implementing a Partner Database
Work with Operations Unit and Programme Development Quality Unit to ensure documentation and sharing of case studies and best practices within partnership management
Technical assistance to programs on partnership development and management
Support programs to design and implement good processes/criteria for scoping, selection and assessment of potential partners in coordination with PDQ Unit
Assist programs in involving partners in program design, through partnership workshops, etc
Support programs in ensuring quality partnership management and knowledge sharing, including good MEAL systems and regular sector-based partner meetings

Organizational Capacity Development:

Coordinate Rwanda and regional strategic partners’ organizational capacity development as a project
Organize, in collaboration with project coordinators, strategic partners’ OCD workshops
Ensure that all strategic partners have their OCD plans developed and support partners to implement their OCD activities
Follow the implementation of the partners’ OCD plans
Report on the OCD progress for each strategic partner
Take a decision in the field to enable smooth implementation of OCD activities
Support partners’ capacity strengthening component
Support partners and programs organize exchanges, networks and other capacity strengthening activities as required
Support the management and quality improvement of long-term strategic partnerships
Support partners’ participation in Save the Children’s project plan development and accompanying tools
Participate in capacity monitoring and assessments of partners as requested by programs or partners

Budget management:

Follow the OCD budget lines for each strategic partner
Ensure activities included in the OCD plan are implemented within the timeline

Child Safeguarding

In collaboration with the Child Safeguarding focal point, identify partners needs on Child Safeguarding;
Ensure that all partners are trained in Child Safeguarding and annual refreshers are done
Respect and Promote the Child Safeguarding Policy and local procedures and enable environment for reporting on cases.
Identify CS related activities (awareness, capacity building and communication material) in project activities and budget while reviewing proposals
Support in collaboration with the MEAL team the set-up of complaint management system in participation with the affected communities.

MEAL

In collaboration with the MEAL team, ensure MEAL part of partners capacity assessment are followed up and support the capacity improvement plans

Control evidence and validation of data reported by partners.

QUALIFICATIONS AND EXPERIENCE

Bachelor degree in Administration/programme management or equivalent experience
3 years’ experience in programme development with NGOs
Proven oral and written presentation skills and ability to communicate to a number of internal and external stakeholders.
Ability to identify potential problems before they occur. Proactive in preparation and uses initiative in response.
Demonstrated capacity for self-organization. Excellent planning and organization skills
Ability to work under pressure and be solution-oriented
Computer skills, including internet, office applications, including Word and Excel.
Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization.
Fluent in French
Good knowledge of English
