TITLE: Health Management Information System Officer(HMIS) TEAM/PROGRAMME: Health and Nutrition LOCATION: Kirehe GRADE: 4 CONTRACT LENGTH: Open Ended CHILD SAFEGUARDING: Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) ROLE PURPOSE: The HMIS Officer will work to contribute to an improvement in the overall health data management of the targeted refugee population of Mahama Camp through the provision of health data quality .In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. SCOPE OF ROLE: Reports to: Health and Nutrition coordinator Staff reporting to this post: none Direct: Health and Nutrition coordinator Indirect : Emergency response field manager Budget Responsibilities: none KEY AREAS OF ACCOUNTABILITY Health Management Information System officer will be responsible for the following duties:

Ensuring the complete,accurate and timely recording of patient data into the appropriate data collection tools and/or HMIS ,IMPACT software.
Ensure that all source documents like patient dossiers,registers,referral forms and any other reports are available during data quality assessment activity.
Actively participate in internal and external data quality assessments
Working with the health providers to ensure timeliness,accuracy and completeness of data collected at health facility
Ensure data integrity and respond to questions about the accuracy data
Check and correct data inconsistencies
Prepare requests for data correction based on data quality issues discovered
Document corrections made to data at any stage of data management
Ensure that clinical staffs are trained in data quality assurance and data management skills
Organize and lead data review with all heads of health services on monthly basis
Ensure that output tracker is timely filled and submit to health program coordinator
Make sure that all concern of people at health facility level is understanding the reporting system
Revise and enter weekly and monthly report into health and nutrition database after he/she receives it from heads of services and ensure that all information entered is correct
Conducting a regurar follow up of health data records into Integrated Refugee Health Information System (IRHIS)by health providers using tablets and make sure that the data are timely synchronized
Ensure that newborn are timely registered into Civil registration vital statistics system(CRVS)
Aply standards and best practices for data collection as defined by Ministry of health Rwanda
Managing and maintaining databases and generating and analysing reports
Ensuring databases are secure and may be accessed by authorised personnel

A Bachelors degree in general nursing /public health with 2 years’ experience in health data management or Bachelors degree in computer science with more than 5 years’ experience in health data management from a recognized university EXPERIENCE AND SKILLS
Excellent liaison abilities and good communication skills (French, Kiswahili and English preferred).
Willingness to work in resource poor environment and be culturally sensitive.
Ability to produce basic reports in English
Ability and familiar with Health data managent system like HMIS/HIS and IMPACT
Experience of working in health data management,CRVS
Strong capacity in collect and analyses of health data and knowledge of CRVS uses
Ability of be cooperative and collaborative with TEAM
